The Expressway Man of India – Dr. B.S. Singla

has revolutionized Indian roadways by building the Delhi to Meerut Expressway Package 1 and the Eastern Peripheral Highway in a record 500 days, juxtaposed to the 910-day contract duration. The book titled Building Freeways in 500 Days was written by him, and he has extensive experience in completing projects quickly. Born on February 4, 1961, in the Punjabi village of Ralla, Dr. Singla achieved a B.Tech and a doctorate in civil engineering. His PhD thesis concentrated on quality control systems and how they could boost flexible pavement standards. A number of his technical publications have been published in prestigious international magazines. During his doctoral studies, three of his technical works were chosen for the NASA Online Library, and one was chosen for Harvard University.

 

Dr. Singla began working at the Haryana State Highways Department, Building and Roads, in 1987 as an Assistant Executive Engineer.

 

Dr. Singla started off at the Haryana Transportation Department, Building and Roads, in 1987 as an Associate Executive Engineer. He had an international reputation for creating matters quickly and with high quality. In 1995, while he was working as an Executive Engineer in Charkhi Dadri, District Bhiwani, Haryana, an extraordinary storm of the past century occurred on September 3, 1995, drowning the entire area within a 20-kilometer radius with water that was 5 to 10 feet deep. He laboured under a towel soaked in water day and night. To open the land, about a thousand tractors were used. The Mahapanchayat of 25 nearby villages honoured and greatly valued his work.

 

The Haryana Provincial Infrastructure and Structures Development Corporation was his director of management prior to his 2007 promotion to Chief Engineer. The first Women’s Government University in Haryana, BPS Mahila Vishwavidyalaya, Khanpur Kalan, was built under his direction in a record 13 months. He was given the task of finishing the 135-kilometer Eastern Periphery Highway in 910 days by NHAI. In addition to finishing this six-lane motorway in a record 500 days, he did so within the Rs. 4,800 crore budget. In a similar vein, he built India’s first 14-lane highway, the Delhi to Meerut road Package 1, in 500 days as opposed to 910 days. In addition to saving the public money and time, this significantly decreased Delhi’s air pollution levels.

 

He pioneered a number of innovative ideas to make these highways the greatest in the world. This led to a number of firsts, including the first motorway with a distinctive tollbooth and an online artwork gallery, the first motorway to prohibit overloaded vehicles, the first motorway with drip irrigation, the first motorway operated completely by solar energy, the first motorway with 36 monuments, the first motorway with over 40 fountains, and the first motorway with an auto challan system for overspeeding vehicles. Additionally, he created the world’s first vertical gardens on the Yamuna Bridge on the Delhi-Meerut Expressway, which use drip watering and solar electricity. Honourable Prime Minister inaugurated these highways on 17.05.2018
